ITS Project Driven by Quality
Intelligent Transportation Systems (ITS) relies on sensor data and powerful processors to provide an accurate picture of the ITS at any given moment and forecast traffic trends. The reliability of an ITS also depends not only on this hardware and software but also on the amount and quality of the conduit and fiber installed under the roadway. Failure of any component in the chain from sensor to processor can disrupt the flow of data and disrupt the ITS.
This project is typical of an ITS build out. The project spanned three years because each section of road had to be completed to shift traffic out of the construction area. Only then could the civil, trenching, boring, foundation work, and final paving be completed.
Electric Conduit Construction (ECC) had to sequence its work into the master schedule and our work had to be completed on time, including all quality checks.
ECC specialty crews performed the in a manner that allowed for completion of each structural component in a sequence that resulted in a system connected by conduit and backfilled in time to pull fiber and electrical cables and make final connections.
The scope of work included duct banks installed by open trenching. Duct banks installed by horizontal directional drilling. Light pole foundations with power and control wiring laterals. Temporary light poles with aerial electrical supply and finally, removal of the temporary lighting, and erection of 60 ft. tall permanent light poles.
Strict quality control on all conduit installation is necessary. This infrastructure will be covered by concrete roadways. No conduit deformation can be allowed, either on the open trench or directionally drilled segments.

A safety plan was developed for this project. The work area is occupied by more than one contractor at a time. Each building a different part of the overall road construction project. Moving equipment, material handling, electrical work, concrete work by others following a different scope of work can impact ECC’s work area. Mitigating this risk is accomplished by using the same techniques that are employed when working on a public roadway. Each work area is defined and cordoned off. Equipment and vehicles are chocked when stationery. Spotters are used when vehicles or equipment are in motion in a work area. These are basic procedures used in any work area to keep workers safe.
