When a new Western Illinois data center needed high-capacity electrical power delivered from nearly a mile away, Electric Conduit Construction (ECC) was contracted to execute the underground conduit installation. Navigating severe utility congestion and extreme heat, ECC completed the project in just 30 days with zero injuries, safety incidents, or equipment failures.

The Challenge: Utility Congestion & Heat
Delivering power to the data center presented two primary operational hurdles:
- Extreme Utility Congestion along the Line of Lay
The primary obstacle was an unusually dense concentration of existing underground infrastructure. It was common to pothole and physically expose gas mains, water lines, sewer mains, fiber optic cables, and other utilities every 20 feet along the path.
- Environmental Conditions
Crews endured sustained summer heat with temperatures consistently in the 90s, creating high risks for heat exhaustion and heat stroke across heavy equipment operators and labor crews.
The Solution: Strategic Execution & Rigorous Safety
To tackle the distance and tight site conditions, ECC deployed a dual-approach strategy combining directional drilling and open-cut trenching crews.
- Horizontal Directional Drilling (HDD)
Using a Vermeer 40-55 directional drill, the team completed pilot bores in long 600-foot shots. An 18-inch reamer was attached to the drill string, pulling two 6-inch HDPE conduits back simultaneously per shot. To safely cross existing utilities, depth to the top of the pipe varied from 5 to 9 feet.
- Open-Cut & Civil Construction
Concurrently, open-cut crews excavated 30 feet of open trench and installed eight 8'6" splice boxes placed at 600-foot increments where conduits were stubbed up. ECC crews poured concrete pads for the incoming switchgear. Concrete caps were also poured of sections of conduit close to road or in other open cut areas leading to the splice boxes.
- Strict Safety Protocol ("Rules to Dig/Drill By")
To mitigate utility strike risks, ECC applied its strict field protocol: every crossed utility had to be daylighted/potholed. Locators visually verified the drill head and reamer as they passed safely beneath each exposed utility line.
To manage heat stress, superintendents implemented mandatory hydration cycles, shaded break areas, and proactive monitoring for early signs of heat-related illness.
